Commissioning Statement

 Purpose

This statement outlines Southwest London (SWL) Music’s current position regarding commissioning activities. As of 1 September 2024, SWL Music is not actively engaged in commissioning external services, projects, or works.

Current Position

SWL Music has assessed the operational needs and strategic objectives of the seven Lead Delivery Partners (LDP) currently delivering borough-wide music education in each of the local authority areas in Southwest London and determined that, at this time, it will not be initiating any new commissioning processes. This decision reflects our current focus on developing high quality, sustainable, long-term programmes, rather than funding short term, unsustainable short-term projects.

ACE Funding distribution

SWL Music will sub-grant the Art’s Council England (ACE) grant to the seven LDPs in accordance with the ACE funding agreement and SWL Music sub-grant agreements, and the LDPs are responsible for delivering the Local Plan for Music Education in each local authority area within Southwest London.

The amount sub-granted to each LDP will be as published by ACE, calculated by the Department for Education based on pupil numbers in each local authority area.

Future Considerations

While SWL Music is not commissioning at present, we acknowledge that future circumstances may necessitate the exploration of commissioning opportunities. In such cases, we will adhere to the following principles:

1.      Transparency: Ensure that any future commissioning activities are conducted with transparency, fairness, and in compliance with relevant regulations and organisational policies.

2.      Value for Money: Aim to achieve the best possible value for money through a structured and competitive process, ensuring that resources are utilized efficiently and effectively.

3.      Strategic Alignment: Align any commissioning activities with our strategic goals and operational needs to support the overall mission and vision of SWL Music.

4.      Stakeholder Engagement: Engage with stakeholders to understand their needs and expectations, ensuring that any commissioned work or services meet their requirements and contribute to organisational success.
